AOPA EDUCATES MEMBERS ABOUT THROUGH-THE-FENCE OPERATIONS
Through-the-fence agreements—arrangements that allow off-airport
property owners direct access to an airport's taxiways and runways—are a
source of growing controversy as airparks with housing developments are
becoming increasingly popular adjacent to publicly funded airports. To
help members understand the issue, AOPA has produced a white paper,
available online, that explains how through-the-fence operations
work, the FAA's position on them, and available steps to address
conflicts between such operations and FAA policy.
